Tom Fullan was born in Toronto and graduated from St. Michael's College School. He continued his education with courses in Psychology from the Clarke Institute in Toronto, Basic Anatomy at Syracuse University, Surgical training in Orthopaedics, Plastic Surgery, Urology, and OB/GYN in courses at Kingston General Hospital. Tom continued his development with courses in Organizational Behaviour at the Northern Alberta Institute of Technology.

Tom is President and CEO of his own corporation, which has been doing healthcare consulting for over three decades. Tom currently has consulting agreements with several Fortune 500 companies, most notable of which is Stryker. Tom is the developer of mySmartHealthcare a global health care e-learning and Knowledge Transfer network, and a consultant to Esphera3 International a developer of hospitals and training centres on a global level and a channel partner to the Plenary Group at Global PPP developer. Tom also manages Fullan Consulting Business Initiatives Group that focuses on health care optimization.

Tom is presently the International Ambassador, Bone and Joint Decade, a member of the World Health Organization Committee on Global Emergency and Surgical Preparedness, a member of the International Society for Simulation in Healthcare and the International Ambassador the Global Simulation Network in healthcare. Tom is a Director of the Canadian Orthopedic Foundation, an active member of the Canadian College of Health Service Executives of Canada, a past member of the College's Professional Development Committee and a member of the College's Executive Mentoring Program. Tom is active in the Bone and Joint Decade National Action Network of Canada and is a member of Bone and Joint Canada. Tom is a member of the Building Common Ground Council, of Hamilton Health Sciences / St. Michaels Hospital Group.

Tom is a past member of the Board of Directors of Riverview Health Centre, Winnipeg, Riverview Health Centre Foundation and is also a member of the Manning Innovation Awards Committee in Manitoba.

Tom speaks on a variety of Health Care related issues to Leadership Teams, Conferences, Universities and Physician Groups through the Fullan Speakers Series, World Health Organization and the Society for Simulation in Healthcare Speakers Bureau.

Tom has served as a member of the Manitoba, Premier's Economic Advisory Council Sub Committee(s) on Science and Technology, Provincial Image Sub Committee and the Premier's Steering Committee on Healthcare Reform in Manitoba. Tom is also a past member to the Canadian Summit on Science and Technology and has also served as a member to the City of Winnipeg, Economic Development Cluster Marketing Initiative.

In the areas of Community development and Education Tom has served as a Board member of The Rotary Club of Winnipeg, and a past Chair of the Rotary Bone Bank Committee. A Director of the Winnipeg Symphony Orchestra, Secretary of the Manitoba Catholic School Trustees Association, Director, St. Mary's Academy, Chairman of the Board, Sherwood Park Catholic Separate School District (Edmonton) and a member of the Canadian School Trustees Association.
